from a Christian viewpoint, considering God just decided after the flood that light should start refracting into rainbows, I'd say that there's no reason to think every universe has to work under the same laws

It is entirely possible that rain has never fallen like that until the flood, so a rainbow would have never have been seen. . . however, it would not be beyond God's measure to create something at that moment.
